Government House, Hongkong, 22nd January, 1904.

I have the honour to inform you that I have found it necessary to suspend Senior Inspector Grice of the Sanitary Department from the exercise of his duties, and to submit that he be dismissed from the Service.

2. In August, 1903, Mr. Grice was reported to the Government for impertinence and insubordination. The case was clearly proved, and Sir Henry Blake caused him to be severely reprimanded and informed that if his Superior Officers found it necessary to report him for similar insubordination on a future occasion he would be suspended from duty.

I now transmit for your information a copy of further charges of a somewhat similar character, which were forwarded to the Government on the 22nd ultimo. A copy of these charges was transmitted to Mr. Grice in accordance with Colonial Regulation 84, and subsequently having failed to furnish any statement in exculpation he was informed that the question of his suspension would be brought before the Executive Council on a date named, and that if he desired to appear in his own defence he might do so. No reply, however, was received from Mr. Grice with reference to this communication, nor did he appear before the Council.

THE RIGHT HONOURABLE ALFRED LYTTELTON, K.C., M.P., &c. &c.
